The Gulf Regional Planning Commission (GRPC) is seeking a qualified professional to perform the duties of Deputy Director.  The candidate will report to and partner closely with the Executive Director to achieve the mission and goals of the Commission. This position includes an excellent benefit package, including medical, dental, and Ms PERS retirement.

JOB DUTIES INCLUDE:

  • Assist the Executive Director with formulation of the Commission’s annual budget and monitoring expenses
  • Creation of financial reports and project budgets as required
  • Work with the Executive Director to coordinate and supervise daily operations
  • Monitor staff activities for compliance with existing policies
  • Oversee maintenance and improvement of the Commission’s physical facility
  • Serve as Acting Executive Director in the event of the extended absence of the Executive Director, subject to limits of authority established by the Board of Commissioners
  • Support Board and committee meetings as required
  • Preparation and maintenance of all payroll procedures and files
  • Annual development of the Commission’s Indirect Cost Rate Plan
  • Support staff in project management
  • Management, coordination and submission of files to external auditor for annual      Single Audit and supplementary information

Skills, Knowledge and Abilities: Knowledge of the operations of a Metropolitan Planning Organization (MPO). Knowledge and experience of governmental programs and reporting. Ability to adapt to changes in the work environment, address competing demands, delays or unexpected situations. Ability to prioritize multiple tasks. Demonstrate the ability to establish and maintain effective working relationships with staff and Commission partners. Develop a working knowledge of human resource policies and procedures. Qualifications: Graduation from an accredited four-year college or university with a Bachelor’s Degree in business or a related field. Six (6) years of successful, full-time, paid employment in progressively responsible capacities in business or public administration.  Extensive knowledge in accounting and auditing theories and practices. Proficiency in the use of office software.

The Gulf Regional Planning Commission (GRPC) is seeking a qualified professional to perform a variety of community development and planning activities.  The Community Development Manager would work on numerous regional planning projects in a collaborative work environment and provide technical assistance to GRPC, Gulf Coast MPO, and member agencies.  This position includes an excellent benefit package, including medical, dental, and state PERS retirement.

JOB DUTIES INCLUDE:

  • Significant responsibilities in comprehensive planning projects (long-range planning)
  • Reviewing development proposals (current planning)
  • Collaborating with state and local government departments to identify fundable grant projects fitting long-range planning strategies
  • Working in concert with GRPC staff, local governments, MDOT, FHWA, and related agencies to support MPO goals and objectives
  • Representing GRPC throughout the region to assist the local governments as needed and provide technical expertise on planning issues to the public and partner agencies
  • Providing project and contract management

Skills, Knowledge and Abilities:  Knowledge of and experience in community development planning is required.  Familiarity with basic principles of research methods as applied to the collection, processing, and presentation of data; ability to work effectively with committee members, elected officials, and the general public; familiarity with computer programs and Geographic Information Systems (GIS).  GRPC desires the applicants have advanced skills in the following areas:

Qualifications:  Bachelor’s degree in planning, urban planning, or a related field; minimum of eight years of progressively responsible planning experience.  Master’s degree can be substituted for two years of experience.

Familiarity with fundamental planning issues and concepts, including basic planning theory, urban design, subdivision, environmental issues, growth management, economic development, housing, grants administration, GIS-related applications relating to planning, and transportation is also desired.

The Gulf Regional Planning Commission (GRPC) is seeking a qualified professional to manage at the division level of the Commission.  This is a highly responsible position, tasked with the coordination and maintenance of the Commission’s IT infrastructure, GIS capabilities, data collection efforts and the traffic counting program.  The position requires the knowledge to deploy, manage and implement GIS technology in the support of comprehensive planning, transportation planning, and other governmental operations.  The incumbent must also be able to manage personnel and the collection of multiple levels of spatial and non-spatial data.  The position also requires independent decision making and coordination of the Commission’s IT resources.   

JOB DUTIES INCLUDE:

  • Coordinate/Devise Information Services Division work program
  • Supervise Information Services Division staff, assigning work projects, establishing priorities, reviewing work, and evaluating performance
  • Collect and analyze data relating to the cities/counties/MPO partners
  • Design information products and mapping products for the support of staff and MPO partners
  • Provide technical assistance to staff and MPO partners
  • Coordinate technical work with the Information Services Division, other Commission divisions, and MPO partners
  • Responsible for the coordination and maintenance of Commission’s computers and network
  • Negotiates project contracts with consultants for projects pertaining to the Information Services Division and oversee work performed
  • Coordinate traffic/highway data collection and monitoring

Skills, Knowledge and Abilities: Knowledge of, and experience in GIS services, transportation planning, comprehensive planning and information technology management is required.  Ability to analyze planning project needs as related to information services duties and implement accordingly to complete project work.  Understanding of the principles of planning and the ability to clearly and concisely communicate the project goals and methodology for project completion with committee members, elected officials, and the general public.

Qualifications: Bachelor’s degree in planning, urban planning, geography, or a related field; with a minimum of 10 years professional experience in urban and regional planning, transportation planning, comprehensive planning or metropolitan planning.  Employment with Gulf Regional Planning Commission as a Division Manager and/or equivalent position for a minimum of three years.  Master’s degree can be substituted for two years of the experience; 

Experience in MapInfo/TransCad/ESRI-based products to maintain department GIS data and provide related training is desired.

The Gulf Regional Planning Commission (GRPC) is seeking a qualified professional to serve as the MPO Planning Director. This position is primarily responsible for the continuous, cooperative, and comprehensive transportation planning process for the Mississippi Gulf Coast metropolitan planning area. This person performs a wide variety of research, analysis, plan development, technical assistance and administrative activities in support of the transportation planning program. The MPO Planning Director will work closely with local, state, and federal agencies and officials to ensure that available transportation planning and improvement resources are used to their maximum value and that the local transportation planning process is effectively identifying and addressing local needs.

Job Duties Include:

  • Maintaining the Long-Range Transportation Plan;
  • Maintaining and updating the Transportation Improvement Program (TIP);
  • Preparing a Unified Planning Work Program (UPWP);
  • Conducting planning activities in line with the UPWP;
  • Maintaining relationships with the MPO Policy Committee and Technical Committee;
  • Supervising MPO staff member and contracted consultants.

Skills, Knowledge and Abilities:

  • Knowledge of and experience with fundamental transportation planning issues and concepts for congestion mitigation, accessibility, safety, pedestrian and bicycle, transit, freight, economic development, social equity, and air quality;
  • Experience developing and implementing Long-Range Transportation Plans and Transportation Improvement Program;
  • Excellent communication skills, both oral and written;
  • Skilled in presenting complex technical material to a variety of audiences;
  • Strong commitment to public service and community improvement;
  • Experience in GIS products and applications relating to planning;
  • Skilled in project management;
  • Knowledge of statistical analysis, transportation planning tools and concepts;
  • Ability to work with minimal direct supervision, adapt to changes in the work environment, address competing demands, delays or unexpected situations, prioritize multiple tasks and complete tasks on time;
  • Ability to develop innovative programs, approaches, ideas and policy recommendations.

Qualifications:

  • Bachelor’s degree in planning, urban planning, engineering, or a related field;
  • Minimum of ten years’ experience professional experience in regional or metropolitan planning.  Master’s degree can be substituted for two years of the experience.
